On December 13 when US forces captured Saddam Hussein, the president also signed a bill that extends FBI "anti-terrorism" powers. Apparently they decided the Patriot Act I which only allowed the FBI to look at your bank records without a warrant was inadequate.
This act extends it to anyone who handles large sums of money like credit card companies, insurance companies, pawn brokers, travel agencies, and money transfer agencies.
The full list is described in Title 31, Subtitle IV, Chapter 53, Subchater II, Section 5312 of the US Code.
The rider that grants this power is section 354 of the Intelligence Authorization Act for FY 2004.
