Should it be legal to build and operate a EMP gun to disable cars whose car alarms keep going off?

The EMP pulse doesn't always cook the equipment. Frequently a cold boot will bring it back. Though I'm not sure how you'd do that for a car.

Maybe you can only use it at 2 am. Of course that unfairly privileges daytime people allowing them to get sufficient rest.

On the other hand maybe they'd shoot back and take out my net connection. *sigh* that whole cycle of violence thing.

Maybe if I want peace and quiet I should move underground.

No they wouldn't. If they were there, they would hopefully shut down the alarm quickly. Though it's possible that a putative burglar might shoot back. I say shoot first ask questions later.

That's not a bad idea... give 'em a few moments to disable the alarm properly, and then zap, blessed silence returns.

As for the burgler, I think EMPs cause most modern cars to stop running, so you can also prevent the car from being stolen.

Now if they wanted to shoot back, all I can think of doing is threating to turn the dial of ones raygun to 'kill' and hope the bluff works. (or perhaps just ducking out of the way.)
